Can a Handyman Do Electrical Work in California?

What electrical jobs a handyman can legally do in California, such as swapping fixtures and fans, and what needs a licensed electrician.

“Handyman electrical work” is searched a lot, and the answer is more specific than yes or no. In California, an unlicensed handyman can take small jobs where labor and materials total under $1,000 and no permit is needed. Within that, some electrical tasks are routine and others belong to an electrician.

What a Handyman Can Typically Do

These are fixture-level swaps at existing, properly rated connections:

  • Replace a light fixture at an existing ceiling box
  • Replace a ceiling fan with another fan on a fan-rated box
  • Swap a switch or outlet for the same type, with the power off
  • Replace a bathroom exhaust fan at the same opening
  • Install a video doorbell on existing low-voltage wiring
  • Swap a thermostat on existing low-voltage wiring
  • Change bulbs, trims and dimmers where compatible

What Needs a Licensed Electrician

  • Any new circuit, new outlet or new box
  • Work inside the electrical panel
  • Running new wiring
  • EV chargers, hot tubs, subpanels and generators
  • Anything that needs a permit
  • Aluminum wiring, knob-and-tube wiring or signs of overheated wires
  • A box that isn’t rated for a ceiling fan

I stop and tell you if I open a fixture and find wiring that isn’t right.

Why the Line Exists

Mistakes with electricity can cause fires and shocks, and a permit lets the city inspect the work. The $1,000 and no-permit rules are California’s way of keeping handyman work small and low-risk.

What These Jobs Cost

A ceiling fan swap at an existing box is typically about $125–$225 for labor. See the ceiling fan installation cost guide for the details, and the handyman vs licensed contractor guide for the legal rules.

How to Decide

If the job is “replace this with that, at the same place,” it’s usually a handyman job. If it’s “add something that isn’t there yet,” it’s usually an electrician’s.
